Policy modification is the amendment to the existing policies for the benefit of all involved in the policy. Since we live in a dynamic world, it is necessary for policy modification to benefit all classes of people. Policies are evaluated and modified according to the changing trends in the industry.
In the U.S healthcare system, policy modification is pertinent
because it helps to reduce the complexity in the regulatory
challenges that the health care system faces due to Evidence Based
Medicine (EBM).
Also, it is pertinent to include the excluded provisions. For
example, Trump administration issued a directive to his cabinet
members to modify the ACA (or Obamacare) to include small
businesses so that they would be allowed to buy health insurance
effectively through associated collective health plans and they
need to be allowed to expand their short-term coverage to long term
to benefit the small businesses. The small businesses would also
need to be allowed to use the health reimbursement to help small
businesses to sustain and grow in their industry. This is a classic
example of how policy modifications to health care (ACA) would help
the small businesses to grow.
I would have modified this ACA policy modification by including new rules related to small businesses in terms of cost. Since small businesses have financial constraints, I would ensure that the health care plans are provided to them at a lower rate to help all the small businesses to benefit the plans.
