They are a type of sensory motor cell located in brain and gets activated when a person does an action and observes another person doing the same action. Hence they mirror others actions. They are located in the ventral premotor complex and inferior parietal lobule, supplementary motor area, the primary somatosensory cortex, and inferior parietal complex. They receive input from areas of brain involved in superior temporal sulcus.

mirroring in humans have been researched in imitation and imitation learning. Several studies showed that activation in human mirror system when an observed action was to be imitated later than it was observed without the intention to imitate. Studies have showed that in sparrows which posses mirror neurons that match perceived songs to the bird's system for producing songs.
