Promoters are the regulatory DNA sequences positioned on the upstream region of a gene I e towards the 5' end. These promoters are responsible for promoting the transcription of a gene. Transcription factors( in eukaryotes) have the ability to recognise these promoter sequences and after attaching to them, they recruit the polymerase enzyme which starts the transcription. The transcription starts from the +1 transcription start site after binding to the promoter region. The promoter region is not transcribed into mRNA. For example, Pribnow box is a prokaryotic promoter region, whereas TATA box is a eukaryotic promoter region.

Hence, the promoter is the correct answer.
