Resting membrane potential is the voltage at which neurons are at rest and are not conducting any signal. As soon the stimuli comes, voltage reaches threshold potential and the neurons get depolarized . Na+ and K+ are the two key ions which maintains the voltage difference. In the intracellular space concentration of K+ is high and in extracellular space concentration of Na+ is high. This resting membrane potential is maintained by Na+/K+ ATPase pump, so energy is required to maintain it. Generally the resting membrane potential of a cell is considered -70mV.

So the correct options are option B and option D.
