Enhancer should be the correct answer.

Enhancers are DNA sequence(distal control elements) where the transcription factors bind.

They enhance the rate of transcription and hence the protien production.

So the mutation in these can result in decrease in rate of gene expression.

And the mutation in promoter (where RNA polymerase bind) and the TATA box which found in promoter region, result in phenotypic change. (That is changes the protien expression).

And the mutation in start codon and stop codon also can change the protien.
