  4. Journalists Are Responsible For Dissemination Of Information And Play The Watchdog Role Of Ensuring None Of The Different Constituents Are being Disadvantaged In The Process
  5. Professionals Such As Economists, Bankers And Financial Experts Are Responsible For Giving Technical Input In Budgeting Process And Offer Advisory Services
