Minimum sentencing refers to granting minimum term for certain severe crimes, especially drug related crimes. This is framed by the legislature thus the judges won't be able to change. This has given an advantage to the White community to incarcerate more black people in the name of controlling drugs. Although more White people use drugs, it's the black community that ends up in trouble. This is not going to change as long as there is no political representation on par with the White.
