Answer- Yes, I agree with this statement that behavior must be overt or observable because if behavior is not observable then we won't be abe to analyse the behavior of the person about whom we have to make a judgement .

This is a reasonable statement to make because without clearly observing the behavior of any person and nuances of behavior , we cannot make a judgement as to what are the deviations in the behavior and we cannot have a clear perception of the particular behavior .
