For input A is ONE Q2 is ON, Q1 is OFF, through Q2 VSS is connected to LED. LED is ON

For input A is ZERO Q1 is ON, Q2 is OFF, through Q1 GND is connected to LED. LED is OFF

The entire circuit is acts like a Buffer.
