Answer: The HIPAA is usually for the safety and privacy of the information of the patient. It is important to keep patient's information safe and private. But in some of the cases patient's health care information can be disclosed with the consent of the patient.

The patient's health care information can be disclosed without his consent in some of the circumstances such as if patient has suffered chronic trauma that he is unconscious and unable to speak or understand anything, then physician or health care professionals can take the decision to disclose the patient's Healthcare information to discuss the situation of the patient with his family or kin.

In other situations such as if the government required details and health condition report of the patients then health care professionals can share or disclose the information.
