This is because sometimes situations of life threatening medical emergencies could occur at any place. In such situations, healthcare professionals had to take action without any available solid data and evidence . In such situations, they do not have much time to wait for any solid data regarding the disease or incident. They have to take actions in the interest of whole community to protect the life of the people.

Below is an example in support of the above point :-

• Sudden outbreak of any life threatening disease which do not have any solid data regarding it. In such situation, the life of a large population is in danger and healthcare professionals face a tough challenge to protect the life of individuals. The first priority of healthcare professionals is to protect the life of the individuals without waiting for collecting solid data and evidence regarding the outbreak. In such situation, they have to take action without any solid data.
