One of the sledders was quoted as saying, "This is public property, so we have just as much a right to be on these hills as anyone else. Besides, when it snows, golfers can't use the course anyway. Sledding doesn't harm anything." Is he correct? Why or why not?

The golf course is public property so public (society) has legal right to use this. But the property is reserved for golf activities so golfer have the first right and preference to use it. Sledders can use the property without making any disturbance or harm to golf facility. Sledding activities may cause some costs to the existing golf facility. Sledding can damage the ground of golf course as runners from the sled dig into the ground and destroy the frozen grass underneath. Sledders also use bonfire to stay warm, which directly damage the golfing facility. Although none of these factors are certain but are very prevalent.
