Answer #1

When protestors disrupt parts of the society, the state must behave in a fashion within the limits of their comprehension bases upon the nature of the crowd. In this situation, it is not acceptable to prove the crowd and bring about threats but convey constructive messages that can bring a sense of control. Violence is acceptable to an extent that it does not harm the members of the society who are not involved and must not exceed after gaining public attention, which is required for voicing their opinions towards the state. It can be justified as rational behavior in a case where the state have been seen to violate human rights and exploited a group/law/ individual of interest.
