Answer #1

My response would be

Heinz should steal the drug to save his wife

Though stealing is wrong,in this situation it is fine

If Heinz loose his wife, that's the end of the road.

But if the druggist loose this drug, he can prepare that drug again. He can even get the patent rights to the drug and earn high through it. Heinz is not his only source of profit and also Heinz managed to get half of the amount which is 5 percent of the making cost, a pretty decent deal but the druggist didn't accept it.

And Heinz should not be punished for it. It's the government's responsibility to make life saving drugs at a reasonable cost for every citizen to afford it.

If the government can let a citizen die because of lack of proper drugs, it can't just impose its law and order on a citizen who tries to save a life by disobeying law and order.

According to Kohlberg's theory of moral reasoning my response is in stage of post conventional morality,  the stage at which individuals develop their own set of ethics and morals.
