The biggest issues which are causing conflicts or problems in the area of American intergovernmental relations are General Revenue Sharing and the reapportionment among the departments. The increased flow of federal dollars to states and local governments was ranked the most important trend affecting intergovernmental relations, followed by the increased public disaffection with government and the growing dependence of local governments on state and federal aid.

Create a revenue department who would manage all the monetary related activities of the government so that there is no problem that one department is doing scam or fraud and another department is supporting or opposing.
Give roles and responsibilities to local government bodies so that they can be help accountable for their acts and do not wait for the decisions from upper department when they have the role and authority.
Setup proper management department which can solve the issues ocurring within the government departments like power, money, duties, responsibilities, accountability etc if any department forget about that then this management can help them to work according to their roles within the government departments.
