Introduction: We understand that public management means doing certain tasks related to policy implementation through publicly supported programs.

Definition provided by Van Meter and Van Horn ( 1974) :Policy implementation includes those actions by public or private individuals or groups that are focused at the achievement of goals that are set forth in prior policy decisions".

Public policy management is the process of influencing the public policy from outside.This is a process that is unique in democratic forms of government where people in power are answerable to the constituency base. Public policies can be studied as three policies related to decision making process: distributive, regulatory and re-distributive.

Policy implementation and service delivery care are very important for both private as well as public sectors.

Policy implementation is not only influenced by multiple factors, but also acts at multiple levels. Example: A national level policy will work at national, provincial and local levels.

Policies are considered as framework that brings about a general well being. The scope of policy processes are broader and it interprets the problem through political lens.There must be an authority or leader who is incharge of the implementation and monitoring of the policy with a sound social theory.

Some important points to remember in policy creation is:

• Identification of a problem and hence demand for government intervention
• Setting of Agenda
• Formulate policy proposals for various groups
• Policy selection and adoption and law points involved in it.
• Policy implementation
• Policy Evaluation.

Conclusion: When policy could be defined in many ways, implementation moves from originally set political goals to result on the ground level, that is, at the service delivery.
