According to the California Scope of regulation for nursing “A health facility licensed pursuant to subdivision (a), (b), or (f), of Section 1250 of the Health and Safety Code shall not assign unlicensed personnel to perform nursing functions in lieu of a registered nurse and may not allow unlicensed personnel to perform functions under the direct clinical supervision of a registered nurse that require a substantial amount of scientific knowledge and technical skills”. These skills include medication administration, venipuncture/IV therapy, parental or tube feedings, invasive procedures including NG tubes, assessment of patient condition, and educating patients.Unlicensed assistive personnel cannot perform any of these skills, but they can assist with ADLs and comfort care; while a LVN can administer medication, reinforce the nurse teaching, and nurses could delegate more tasks to them. Starting in 2008, Nurse Practitioners can be qualified/certified through holding a valid RN license, then poses a master’s degree in nursing and complete an NP program approved by the board. NPs can perform “a physical examination by the nurse practitioner and collaboration with a physician and surgeon, certify disability pursuant to Section 2708 of the Unemployment Insurance Code” and NP can furnish drugs and devices under supervision of a physician or surgeon.

These skills includes mainly medications, therapy, parental or tube feedings, invasive procedures including NG tubes, assessment of patient condition, and educating patients.Unlicensed assistive personnel cannot perform any of these skills, but they can assist with ADLs and comfort care; while a LVN can administer medication, reinforce the nurse teaching, and nurses could delegate more tasks to them.
