Until the enhanceosome is formed, the TATA box is found covered by the histone proteins. This makes the TATA box unavailable to the TATA binding protein preventing the initiation of transcription of the gene. But once the enhanceosomes are formed, the TATA box would be uncovered from the bounded histone proteins, making it available for transcription to be initiated through the TATA binding protein.
