Illegal organ trade dilemma should be strictly prohibited by law enforcement agencies as this will lead to too much of consumerism and development of organ bazaar, with the most deserving people not getting organs for transplant due to rising cost, with no one to regulate the cost. I would go with the deontological ethics normative ethical theory according to which the morality of this action of organ donation should be based on whether that action itself is right or wrong based on a series of rules, rather than on the basis of the consequences of the action, put an end to this unethical behavior.
