Transcription occurs in 5'→3' direction. So, the DNA strand which will function as the template strand must consists of a promoter near the 3' end. As per the diagram given, 3'-TATAACGC.....TGACTCGC-5' will work as a template strand. The RNA polymerase will bind to the promoter and synthesize new RNA strand by recruiting complementary nitrogen bases one after another.

So, the sequence of the newly synthesized RNA will be as following....

5'UGCGUAUGGCAAUCCUUGAAGACUGAGCG3'
