People have unique behaviour and each individual has their own agency to exercise in the way they want to be. However, behaviours can become anti-social and can disturb the harmony of social order. Therefore, people's behaviour should be controlled if there are circumstances that such behaviours can cause disruption in the social order. No, I think it is unethical to control people without the knowledge of the people. It would mean infringement of privacy and individuals rights. Laws are there to work for the control of people which deemed desirable can be work out, if not there is a debate of the same.
