a. Its change can be determined by breaking a process up into steps even if you don't know the changes for the individual steps.

As the state function does not depend on the path so even if you don`t know the changes of the various path it will not affect the equilibrium ad thus not affect the state function.

A state function is a property whose value does not depend on the path taken to reach that specific value. For example  Mass, pressure, density, energy, temperature, volume, enthalpy, entropy, Gibbs free energy and chemical composition.
