in the digest with XbaI alone the size of the band is 6 kb so there is only one site of XbaI, and the size of the plasmid is 6 kb, NheI cuts at 2 positions and 2 bands are produced of size 4 kb and 2 kb, in the combined digest three bands are produced 2kb, 1kb and 3 kb, so the map is

vb Xbal 1 kb Nhel 3 kb 2 kb Nhel

so the answer is C) X-1-N-2-N-3-X
